"There was a program of taxation for which purpose Solomon divided the country into twelve districts. He assigned an officer over each as chief tax collector. Each district was to furnish provisions for the court for one month per year (1 Kings 4:7-28). There was need for barley and straw to feed horses, as well as food for the people. Such a burden must have been oppressive and makes understandable the cry for relief given by the people, when Rehoboam later came to the throne (1 Kings 12:3-4)." (Leon J. Wood, A SURVEY OF ISRAEL'S HISTORY, ¬© 1970 Zondervan, p. 291)
